The Rouk City mission with Levi gives Cain a different kind of enemy. Mayor Clacius tries to stall them while covering up a theft from the city armory. Cain solves the case by impersonating Zamir Jarken, letting Apex hack the mayor's secret records, then tracking the criminals by scent after visual evidence is scrubbed. The battle with fifteen criminals is one-sided because Cain and Levi hit a moving truck at night with coordinated violence. But the real gut-punch is in the cave: two small burned bodies. The system scan reveals they were ten and eleven, and the pelvic damage tells Cain what happened before death. Cain wants to stomp the unconscious rapist's skull. Levi stops him and reminds him the Empire will turn the criminals into Tier 0 puppets, which is worse. His biggest weakness is the emotional instability of his bloodline, which once pushed his Wave Burst to 600 percent and made him black out in class. He is a survivalist trying to become something absolute.
Apex fuses with Cain's AI chip and calls him a Reincarnator. He can read Cain's thoughts, answers three questions, admits the universe-created answer was a lie, and warns that an unworthy Vessel will be devoured. He spends his time hacking the Godslayer Humankind network and becomes Cain's planner and cold conscience. He pushes Cain to admit he killed the Abyssal Demon because he wanted to, not because of propaganda. He also helps erase evidence, tracks the corruption of Rouk City, and suggests the red helmet. He is useful, but Cain knows he is a leash as much as a cheat.
Levi enters the Secret Trial as an Abnormal who chose the military over a Wave University. He kills the level three Atrox that nearly killed Cain and drags the body back as proof. When Nira tries to smear Cain, Levi demands the video, broadcasts her betrayal, and makes her a pariah. He gives Cain the Fiend Devourer cultivation technique as payment for wounding the Atrox, then partners with Cain in the Rouk City mission, fighting side by side against fifteen criminals. He is honest about debts and contempt, and while he keeps secrets, he never pretends to be someone's friend.
